Factory for resolving driver capabilities to their protocol/driver-specific implementation, depending on what the given driver supports.
This mirrors com.kms.katalon.core.webui.capabilities.WebUiCapabilities
but lives in the core bundle so classes here (e.g. CDTVideoRecorder)
do not need to depend on the webui bundle, which would create a circular
bundle dependency.
